ベルギーは１３～１４世紀頃、水の都ブルージュを中心に、毛織物産業を中心に栄えたそうです。
北海と水路で結ばれ、西ヨーロッパ随一の商業都市でした。
しかし１５世紀になると、川や運河などが堆積した泥で埋まり大型の船舶が運航できなくなり、
次第に都市機能はアントワープへと移っていったそうです。
